This week's edition of Famitsu has given some more details about the upcoming Hyrule Warriors: Legends.
The issue outlines the new Legend mode content, which will include Tetra and the King of Red Lions as playable characters. Toon Link will be playable in all other modes of the game, but the regular Hyrule Warriors Link will be the main playable version of Link in Legend mode.
Helmaroc King will be a new boss monster in the 3DS version as well, and the article also reiterated that the Wind Waker content would be transferrable to the Wii U game.
