3DS and Wii U owners can now buy digital games via the official site.
Using the website, you can start downloads without touching your system. The online version of the eShop can be viewed from both normal web browsers and via smartphones and other mobile devices.
I assume the pre-loading starts a few days closer to the release date. The system should already know you pre-ordered it so it shouldn't be an issue?

No that doesn't mean pre-loading per say, but it does mean that emailed download coffees aren't the only optionLike I said, when I pre-ordered, they said they would send the download code to my email the day of release. Does that sound like pre-loading to you?
